Request for Proposal

The Fairfield County Alcohol, Drug Addiction and Mental Health (ADAMH) Board is issuing this Request for Bids for a Public Relations Firm or a Public Relations Expert to conduct a successful passage of a new ADAMH Mental Health and Addiction Services Tax Levy Campaign beginning July 1, 2018 and ending November 30, 2018.  Components of the campaign should include but not be limited to the following:
  • Definition of Reasons for Going to the Voters
  • Rationale for Expansion of Services
  • Development of Clear and Consistent Talking Points for Staff, Board Members, and Levy Campaign Volunteers
  • Organization of Volunteers including a Speakers Bureau
  • Media Campaign including Facebook, Twitter, and other methods that can reach voters effectively
  • Work with ADAMH Board Public Relations Coordinator to identify, purchase, and dispense campaign materials including logo development, yard signs, tee shirts, and other promotional materials.
  • The Board’s priorities have been established through Strategic Planning that involved the community partners as well as consumers and family members. These priorities include; Mental Health Crisis Response/Beds, School-based Prevention and Community-based Prevention.
  • Resume(s) of staff to be assigned to project.
  • Evaluation Tool to measure effectiveness of campaign.

Proposal Submission:
The notice for this bidding process will remain advertised for a minimum of two weeks.

​After June 8, 2018 no further questions will be accepted.  Answers to submitted questions will be posted on this webpage, below the RFP Description.

Organizations or individuals submitting bids should not directly contact ADAMH staff.

Proposals should include:
Description of Levy Campaign to be conducted
Evidence of experience in providing this type of non-profit or government promotional campaign
Also, the following documents must be included in the bidding proposal:
  • Budget-Expenditure Form
  • Budget Narrative (using Template)
 
Method for Submission:
One (1) hard copy should be submitted and mailed in a sealed envelope to:

          Lancaster, Ohio 43130
All submissions should be received no later than June 15, 2018 by the Fairfield County ADAMH Board.  Sealed bids will be opened on Monday, June 18 at 12:00 pm (noon).

Priority will be given to Organizations and/or Individuals who represent Minority Business Enterprises as defined in the Ohio Revised Code section 122.71 or those considered EDGE business enterprises as defined in that same section of the Ohio Revised Code.

The firm or persons whose bid is accepted bid will be requested to submit the proposal electronically and may be requested to provide a Portfolio or Examples of Work.

A1. The ADAMH Board has currently budgeted up to $150,000 for the total levy project.

Q2. Must the budget include "hard costs" such as advertising spend, photography/videography, etc.?
A2. Yes
